Project implements strategical objectives of Kymenlaakso ohjelma 2014–2017, Kaakko kasvuun - Kaakon kasvuohjelma 2013–2017 and Kaakon suunta – Kotkan-Haminan seudun kehityskuva 2040. SELL addresses significant development needs and investment potentials of Kotka-Hamina region and supports realization of these targets by improving master planning readiness on the regional level. Once development and investment potentials have been identified the project points out the best locations for them and interconnects targets with each other. Sustainability, eco-efficiency and low carbon principles are the main steering priorities for all operations during the project.
Two most important results of the project are, first, to find out innovative areas and sites for recognized livelihoods so that attractiveness of region will rise to a new level. And second, the dynamic investment and development portfolio which will be used as a marketing tool in national and international context.
The project is managed by Cursor, Kotka-Hamina Regional Development Company. Cursor acts in close cooperation with municipalities of Kotka-Hamina region (Hamina, Kotka, Miehikkälä, Pyhtää and Virolahti) and Regional Council of Kymenlaakso. SELL emphasizes comprehensive cooperation and active participation with companies, citizens, NGO’s and stakeholders. Further, the role of transparent communication is a necessity for achieving project objectives. The project contributes to fulfill the horizontal principles (gender equality, equality, sustainable development) of the funding programme in the long-term implementation. Large scale impact assessments, such as environmental, financial, social and cultural impacts, will be done consistently at different stages of the process.

The SELL project created a comprehensive solution for the long-term development of the Kotka-Hamina region. The solution is based on the needs from local businesses, FDI work and the future attractiveness of the region. The work included a wide network in which the main stakeholders came together. The cooperation linked cities and municipalities, SME`s, educational organizations, business development communities, city planners, land use and energy specialists, regional sales and marketing executives etc.
One of the tasks of the regional development solution was to gather an investment portfolio. The project defined the portfolio as a multipurpose tool for serving the FDI clients. By our definition it had to include more than just the possible investment sites. Here is the list of portfolio contents:
- Marketing, communications and media relations

- Investment offers
- Financing tools
- Investment network (Southeast Finland cooperation)
- Talent Attraction Management
SELL project and its partners took focus on such future development topics, which will make the region more attractive. The global megatrends were followed in the questions of innovative residential areas, tourism, transportation and community services. The project also encouraged all the stakeholders to change the mindset more sustainable in energy matters and use the local know-how in bioenergy and circulation economy for development work. As a product of this mindset the SELL project gathered a survey of regional energy strengths.
The project took part in business services for beginners. The cooperation with the city planners gave a start for the Pop Up -square. All the residents have now a chance to try a business idea in the safe environment in containers (modified specially for the different kinds of business experiments).
Marketing and communications were an important part for the project from the starting point. While the project kept going on step-by-step we regularly passed the information about our goals and achievements (blogs, internet articles, press releases, YouTube videos, seminars etc.). The project also gathered feedback of our work.
It was highly important for the project to boost the local team spirit every time it was possible. The Regional Forums were extremely effective places to do that. The project invited politicians, decision makers, key officials and businesses to take part in forums. Local residents and students were regular guests in our many workshops.
