The aim of the KymRIS 2.0- Platforms and Services for Growth -project is to strengthen the development of the Kymenlaakso innovation ecosystem and to further strengthen the very positive development in R&D investments. The objectives of the sub-projects are as follows:
1. Mapping R&D services for businesses and creating a snapshot
The aim of the measure is to gather information on R&D services for regional developers. The collected information can be used to create an up-to-date snapshot and it is shared through the Kymenlaakso smart specialization website operated by the Regional Council of Kymenlaakso. By concentrating up-to-date information in one place, it will be easier for companies to access R&D services and join the innovation ecosystem on common development platforms.
2. Opening of KymRIS interfaces and expanding innovation ecosystem cooperation
The aim of the project is to expand the number of companies participating in the Kymenlaakso innovation ecosystem. At the same time, it is ensured that companies in the tourism, health, and well-being, and creative sectors that are willing and able to grow will find the R&D services of Kymenlaakso's development actors. The aim of the project is to make these industries utilize Kymenlaakso's smart specialization know-how and interfaces in developing their own business.
Kymenlaakso's R&D investments have been growing strongly (more than 30% growth in 2019 compared to 2018). Growth has been strong in both the corporate and higher education sectors. At the same time, the share of the public sector has fallen significantly. The project explores the opportunities and willingness of Kymenlaakso's cities and municipalities to act as part of an innovation ecosystem in support of growth companies and innovation activities.
3. Strengthening international networks and partnerships
The aim of the project is to strengthen international partnerships and networks at the forefront of smart specialization in Kymenlaakso. For the selected leaders of the updated strategy, smart specialisation priority-specific roadmaps will be developed to develop networks. The project also aims to increase the visibility and awareness of Kymenlaakso's actors as a reliable partner in European developer networks and thereby increase international R&D funding. The companies in Kymenlaakso are directed to apply for R&D funding from the EU. The project also aims to update information on international R&D projects in Kymenlaakso. The information is compiled in the project portfolio of the Kymenlaakso Association, the development of which in this respect is part of the project's measures.
As a result of the project, the Kymenlaakso innovation ecosystem will develop and the province's R&D investments will be further increased.
The results of the project can be divided into measures as follows:
1. Mapping R&D services for businesses and creating a snapshot
R&D services targeted at companies can be mapped and grouped in one place, which will make it easier for Kymenlaakso companies to join the innovation ecosystem and increase the number of R&D investments by companies. In addition, public actors' knowledge of each other's R&D services will increase, the elimination of duplication will be facilitated and the need for additional services will be identified.
2. Opening of KymRIS interfaces and expanding innovation ecosystem cooperation
An even wider number of companies from different industries will be involved in utilizing the Kymenlaakso innovation ecosystem. This enables ideas and innovations to emerge at different interfaces and networks, the commercialization of which will lead to a renewed economic structure in the province.
3. Strengthening international networks and partnerships
International networks are evolving and are being developed more systematically and goal-oriented. The development of network partnerships will enable even better success in international funding, which will further increase Kymenlaakso's R&D investments. The awareness of Kymenlaakso in the selected networks is developing and the image of the region is raised through active communication.

| Päivitetyn KymÄES 2.0 -strategin logistiikkakärki pyrkii kehittämään älykästä ja vihreää logistiikkaa. Kärkivalinta perustuu vankkaan kymenlaaksolaiseen logistiseen erityisosaamiseen. Älylogistiikan ratkaisuin muun muassa säästetään ympäristöä, kustannuksia ja työaikaa sekä lisätään turvallisuutta. Vihreä logistiikka huomioi puolestaan kestävän kehityksen näkökulman, ja sillä tarkoite-taan yleisesti kuljetusketjun muuttamista mahdollisimman vähän ympäristöä kuormittavaksi. Nämä kaksi näkökulmaa tukevat vahvasti toisiaan. Kärkivalinta edistää näin myös maakunnan hiili-neutraaliustavoitteiden toteutumista. Sekä äly- että vihreän logistiikan ratkaisuin voidaan esimer-kiksi edistää logistiikan vähäpäästöisyyttä niin hiilidioksidi- kuin muidenkin liikenteen päästöjen suhteen. | ||

The aim of the KymÄES 2.0 Growth Platforms and Services project was to strengthen Kymenlaakso's innovation ecosystem
development and further strengthen the very positive development in RDI investments. Project
The objectives of the sub-packages were as follows:
1. Mapping RDI services for companies and creating situational awareness
The aim of the measure was to gather information for the companies of development actors in Kymenlaakso
targeted RDI services. An up-to-date situational picture can be created from the collected data and it is shared with Kymenlaakso
through the smart specialization site. Centralising up-to-date information in one place makes it easier for companies to:
the availability of RDI services and joining the innovation ecosystem on common development platforms.
The services provided to companies by operators in Kymenlaakso have been mapped and summarised for publication. The material will be published on the Smart Specialisation website of the Regional Council of Kymenlaakso and it will be actively distributed in the association's various publication channels.
In addition, the most significant development platforms related to smart specialisation in Kymenlaakso have been identified and modelled during the project. The identified development platforms have been utilised in workshops carried out during the project, and they have also been well integrated into other important development entities in the region. In February 2022, Russia's war of aggression against Ukraine caused a historically significant change in our operating environment. Changes in the global security environment, border closures, the energy crisis, high inflation, rising interest rates, Finland's NATO membership and a sharp economic slowdown are just some of the major changes.
The Kymenlaakso scenarios 2040 updated in autumn 2022 and the updated Kymenlaakso regional programme aimed to take into account the challenges and opportunities caused by the changed operating environment. At the same time, the changes were also compared to Kymenlaakso's smart specialisation strategy for 2021–2025.
During 2022, the Kymenlaakso Just Transition Fund (JTF) programme was also prepared and launched. In the content and implementation of this programme, Kymenlaakso's smart specialisation strategy, promotion of RDI activities and identified development platforms play a significant role. The JTF programme is Kymenlaakso's most significant development resource during the programming period 2021–2027.
Strong changes in the operating environment and the subsequent need for strategic updates slowed down the implementation of the project, and as a result, it was decided to extend the implementation period of the project by four months until the end of April 2023.
2. Opening KymÄES interfaces and expanding cooperation in the innovation ecosystem
The aim of the project was to expand the number of companies participating in the Kymenlaakso innovation ecosystem. At the same time, efforts were made to:

Kymenlaakso's expertise in smart specialisation and interfaces in developing its own business. During the project, workshops have been organised both as entities of the project and in cooperation with the Centre for Economic Development, Transport and the Environment for Southeast Finland. These workshops have focused on identifying and opening interfaces between identified development platforms and current smart specialisation strategy spearheads. Representatives of various stakeholders have participated extensively in the workshops to seek cooperation and find new development openings.

Operators in the Kymenlaakso tourism sector were actively involved in updating the smart specialisation strategy for 2021–2025. The development of well-being and nature tourism tourism is closely monitored from the perspective of smart differentiation. Identified development platforms for this sector are Repovesi National Park and Kymenlaakso Archipelago. The tourism industry has suffered significantly from the closure of the Russian border and the consequent departure of Russian tourists. Tourism education and international project activities have not developed significantly in Kymenlaakso.
3. Strengthening international networks and partnerships
The aim of the project was to strengthen the international partnerships of the key players in smart specialisation in Kymenlaakso and
Networks. Spearhead roadmaps for the interim spearheads of the updated strategy will be prepared for the development of networks.
The project also aimed to increase the visibility and recognition of operators in Kymenlaakso as a reliable partner
European developer networks and thereby increase international RDI funding. The war of aggression launched by Russia had a significant impact on the international networks of actors in Kymenlaakso. Almost all operators had networks built up over decades with Russian operators. This cooperation has ceased altogether and, in addition, the separate Interreg CBC programme for cooperation with Russia has been discontinued. As a result, international networks are undergoing a transformation and new partnerships are actively sought from Estonia, the Baltic countries and Poland, not forgetting other European partnerships. Through active cooperation between the Regional Council of Kymenlaakso and the Helsinki EU Office, information events related to international funding programmes and networks have been organised.
In addition, the Regional Council of Kymenlaakso has supported several international project preparations for various actors with AKKE funding. This is a new service introduced during the project for Kymenlaakso's developer operators.
The planned participation in the 2022 Week of Cites and Regions in Brussels as a measure of the project was not carried out due to the uncertain Covid-19 and European security situation. The event will be organised in autumn 2023 and financed by the Regional Council of Kymenlaakso.
As a result of the project, the most significant development platforms in Kymenlaakso were defined, combining the RDI operations of regional actors. Identifying common development platforms and working on them in networks has helped development actors to focus their expertise and resources on larger joint entities. This operating model aims to achieve better results and impact and to increase the capabilities to compete for international project funding.As international expertise develops, more competitive international project funding will be received to develop the Kymenlaakso innovation ecosystem. Developing international project expertise and increasing international funding is extremely important, as there is a risk of a significant reduction in the amount of regional development funding (ERDF) due to changes in cohesion policy in the next programming period. The JTF funding received during the 2021-2027 programming period significantly improved the funding situation for the 2021-2027 programming period.
Thanks to the implementation of the project, the smart specialisation strategy and its key objectives and key choices have become clearer to the development actors in Kymenlaakso. The smart specialisation strategy and the development platforms focusing on it are clearly visible in the county's most important strategies and priorities.
The RDI forum "Competence counts", organised in cooperation with the Kymenlaakso University Association in November 2022, has created its own platform for RDI actors in Kymenlaakso to network and highlights the spearheads of RDI development. The forum will continue in autumn 2023, led by the Kymenlaakso University Association.
The preparation and application process for international RDI projects has been significantly activated and their ideas have been highlighted in joint workshops. The Regional Council of Kymenlaakso has supported several application preparations with separate AKKE funding. The terms and conditions of this preparatory funding have a clear emphasis on the smart specialisation strategy and identified development platforms.
