3 Plan-specified summary of the project completion

Catch the moment -project is seeking a solution to support those people with complex needs to progress towards employment in Rauma and Pori. Due to multiple support needs these people often fall outside of employment services.

Summary of the support process:

1. Motivation: a person excluded from the labor market is motivated.
2. Commitment: a person is offered the opportunity to participate in a group or is otherwise immediately directed to a voluntary job. A person gets an incentive. The incentive is not financial compensation.
3. Forward guidance: a person is empowered to advance their employability and take part on pre-employment services and receives a Catch the moment -project certificate through participation in groups and / or their work.

The aim of the project is to provide targeted services to the challenging target group, developing budgeting and domestic financial management skills, the identification and enabling of various hobby opportunities and skills of self-expression. It is also possible for a customer to make custom-tailored work tasks based on voluntary individual motivation. Groups are organized for young people (under 29 years of age) and for people over 29 years of age.
The purpose of the project is to provide the client with meaningful occupation by taking part in group activities and to empower them to start with small tasks of work when the person is motivated and sober.

You can start a group or assignment immediately without having any authority contacts. The project aims to motivate the target group further. In the project, the person becomes attached to the service processes and therefore the exclusion cycle is broken.

The target group can be activated and guided forward by involving them. In the organizational level there is an aim to mainstream this model as a permanent service. Activities will commence in Rauma and Pori in 2017.

9 Final report summary

The Catch the Moment -project was seeking a solution to support those people with complex needs to progress towards employment in Rauma and Pori. Due to multiple support needs these people often fall outside of employment services. The target group was the long-term unemployed, marginalized young people, released prisoners, drug users in substitution treatment and the homeless in Rauma and Pori. When planning the project, it was considered necessary to provide various options for promoting employability for the target group. It was also considered necessary to provide environments other than those already available to operate to increase knowledge and inclusion.
All in all, the Catch the Moment project was successful. Many factors contributed to the success of the project. Reaching the target group and their commitment to the project is seen to have been promoted by the fact that persons involvement was based on voluntary. On the other hand, participation in the activity has not been hampered by the need for contact with the authorities or the fear of leniency if the participant was not able to participate in the activity or work as agreed. Also based on the feedback from the target group, the lack of sanctions was seen as encouraging. Some of the target group had challenges with substance use. The project's activities therefore made an important contribution to providing the target group with sober days to support their substance-free behavior. The project has offered options to participate in different activity groups, custom-tailored work tasks, and individual guidance to support the customer's progress.
The engagement of the target group is also seen to have been influenced by the fact that the working environments provided for the project were different from those already available in the cities. During the project, jobs were offered in kitchen and yard/outdoor work, in deletion of textiles, in nature conservation, and in various ancillary construction and renovation tasks. These group activities, which differ from traditional solo work, aroused special interest and commitment among the target group. Commitment was also influenced by the diversity of the groups. During the project, group activities were offered among others on sports, hobbies, experiences, psychosocial rehabilitation.
At the end of the project, it can also be noted that the opportunity for low-threshold individual guidance included in the project activities supported the target group's commitment to action. Many of the target group needed individual guidance in addition to the group functions. The target group was characterized by a lack of faith in their own potential. Indeed, raising the self-confidence and motivation of the target group in team and individual work played an important role. Indeed, the diverse support offered by individual counseling (debt counseling, employment and training pathways, disability pensions and health surveys, etc.) contributed significantly to strengthening the trust and confidence of the target group to enable them to be guided. The project succeeded in guiding 46% of the target group. In this way, it can be stated that volunteering in group and individual work on the project contributed to the improvement of the working and working capacity of the target group.


The aim of the Catch the Moment project was to reach 270 people in the most vulnerable position in the labor market and to help them to find a work or other measure that helped them to increase employability. 50% of the target group had to be directed. Of the project target group (271), 46% focused on the labor market, education pathways or various measures to increase employability (work experiment / social rehabilitation). The other goals of the project were to make the project's activities and results achieved visible, and to establish the model developed in the project as a permanent operation of Rauman Seudun Katulähetys ry and Porin Sininauha. The project gained local and national (eg THL) visibility during the project period. The operating model created, tested and proven by the project was also established in both organizations (seasonal nature conservation projects, sorting of deleting textiles, Yhteinen keittiö). Achieving these goals may also have the effect of encouraging other organisations in the area to go into work and provide different alternatives to low-threshold jobs and those who perform them. During the final year of the project, the project organized two final seminars on the topic of Challenging debt of the target group and The Participations of the target group. The ESF-funded Fructus for Work-Oriented Project will continue to work on and address the employment barriers identified by the Catch the Moment project.
